We are attempting a certification of an art center under the LEED NC-2009 and we have the following question:
- architecture design team is considering including a decorative feature for a special events room with a sporadic pattern of use. This feature is based on a big LED panel, installed on the ceiling. The effect foreseen will be a billboard-type ceiling (like a big screen in outdoor concerts), with RGB LEDs changing colours to provide different images. Please note that this feature will not be used for lighting the space as this is provided from an independent system.
General lighting for this space is provided by wallmounted fixtures and will have a completely independent control.
Can we exclude this feature from installed interior lighting power and lighting power allowance for ASHRAE 90.1 compliance purposes?
Our suggestion is to consider this feature as an equipment and include its energy use for performance calculation purposes. Which schedule should we consider for such an erratic end use?

It is not lighting. You are correct to include it as a process load in the equipment. Pick the schedule that fits best or create one that reflects the best estimate of how often it will operate.
