My project getting chilled water from District energy center which has cooling towers. Can I get the advantage of applying cooling water management considering CT is outside the project boundary.

Hi Babu,
You should be able to pursue this credit even if the cooling tower is outside the LEED project boundary. Check out page 63 of the Campus Guidance document for additional information - http://www.usgbc.org/resources/campus-guidance. I think it would help to be very clear in your plan about who has responsibility/ownership over the cooling tower, who is responsible for implementing the water management plan, and how those people/companies relate to your LEED project.
