Daylight Savings. How is it addressed with daylight modeling?

I can't believe I am asking this after all of these years.... I am challenged by a Client in Europe and finding I am spinning out on a logical response. I am familiar with calculating C8.1 with no daylight savings applied. I have never read anything about the SPIT Calc needing to compensate for it. Has anyone else gone down this rabbit hole, or have a solid response to why daylight savings is not a factor?
