Previously in LEED v2009, daylight area that was measured above 500fc could still comply if there were view-preserving shades present.
Does this still apply to areas in v4 where the daylight is measured above 3,000 lux?

No.
In LEED v2009, this was only true if the view-preserving shades were also automatic.
