What impact will the following two situations have on earning the fundamental commissioning prerequisite?
1. The tenant is moving into the space before the commissioning of HVAC systems is complete. The moving in of tenant will hinder the process of commissioning some of the HVAC systems.
2. The tenant is moving, eliminating or re-selecting some of the VAV boxes in the space before the commissioning of HVAC systems is complete. In this scenario, the VAV boxes are part of the core and shell project.

Just when you think you have answered just about every situation that can happen…a new one comes along!
First, you are correct that if the VAV boxes are part of the CS package, then they must be in the Cx scope of work. Therefore, it would appear that you would have to complete all the functional testing outside of the tenant, then wait for the completion of the fit out, and go back to do the testing on the VAV boxes. We would typically do statistical testing on the boxes, so that should not be a long process, but you would have to coordinate with the tenant to do during business hours (which we have done many times) or come in after hours.
This means that you would not be able to finish your report until the tenant is done and moved in. If the number of boxes is not significant, you might submit your information and clearly indicate that these are yet to be completed, and that you have a contract in place that they will be done. I have done that for select systems that could not be tested due to season or other scheduling reasons, and as long as it is not a significant amount of devices, the report has been accepted.
