Core & Shell vs New Construction:

In a situation where a new building is being constructed by a developer/landlord and the incoming tenant will be signing a lease with that entity, is it possible for the developer to pursue LEED Core & Shell and not the full New Construction certification?  The incoming tenant will be occupying more than 60% of the building at completion, but does not own the building and is responsible for their own fit-out.  Is there a pathway to achieve C&S in this scenario?   I believe this used to be the case, but understand that LEED v4.0/4.1 may have changed this.  Thanks for your guidance and expertise!
