CS-2009 MPR2:Must be a complete, permanent building or space

CS MPR2: reclaimed land without development previously

Dear Tristan, If a project is located in a reclaimed land which without previous development (i.e.: the project will be the first development in the reclaimed land), can still meet the requirement of MPR2 to proceed LEED C&S assessment? thank you very much in advance!
