Credit substitution with v4.1

Could the 'High Priority Site' credit in LEED v4 be substituted with the LEED v4.1 credit 'High Priority Site and Equitable Development'?

Yes, you should be able to make that substitution.  You can find it on LEED Online on the credits page for your project.
