Is there anyway to claim credit for having a lot of vegetated landscapes on a project - which meets the intent of reducing heat islands? It appears the way the calculations are structured at present does not have a way to take advantage of that, unless it's on the roof or shading some paving.

Sounds to me another option is Site Development - Protect or Restore Habitat.
(If there's no paving or roof under the vegetation, there's no heat island effect to mitigate.)
