has somebody experiences with recertification during Covid affection?

Here they give two options for each category. But I have problems with the reporting period.
Is this two year period from beginning of documenting energy data or after the end of energy data? Because if I choose January to December 2019 for energy and water as a time period before Covid than I needed to do the surveys befor ending of december 2020? Or can I take energy, water and waste data from 2019 and do the surveys now?

Yes, we were able to provide IAQ testing and the occupant survey as if employees were going to work during the shut-down, and we provided the previous year's data for waste, water, and energy. You really need to spell this out in a memo and use occupancy consistent with the time period, as it is not clear in their guidance that this is acceptable - but we were able to make the clear case that the comparison data for performance metrics is not based on pandemic data (e.g., you get a really low score for waste diversion when you don't have any building waste to divert, yet your diversion rate is compared to buildings that had typical recycling, or your occupancy is 200 people, but the building is required to run systems to maintain acceptable IAQ (and 100% OA) for those people as well as comply with lease agreements that require operating hours and your energy use/person is staggering).
