In counting the eligible intersections for NPDp3 option 1, if the LEED boundary was drawn to exclude the streets bordering the project, would an intersection of a project street with the bordering street be considered internal to the project and count for NPDp3 or not?

Raymond, intersections occur at the point where the centerlines of streets or other rights-of-way intersect. So if a project boundary excludes a bordering street, then an internal street running into the bordering street would not have a countable intersection because the point of centerline intersection would lie outside the boundary. Locating the project boundary to encompass a bordering street would create a countable intersection because the point of centerline intersection would then lie within the boundary. Also, if the boundary does exclude a bordering street, the internal street still represents a countable NPDp3 Option 1 through-connection where the internal street centerline only needs to intersect the project boundary line.
