Counted interstions within the project boundary?

Raymond, intersections occur at the point where the centerlines of streets or other rights-of-way intersect. So if a project boundary excludes a bordering street, then an internal street running into the bordering street would not have a countable intersection because the point of centerline intersection would lie outside the boundary. Locating the project boundary to encompass a bordering street would create a countable intersection because the point of centerline intersection would then lie within the boundary. Also, if the boundary does exclude a bordering street, the internal street still represents a countable NPDp3 Option 1 through-connection where the internal street centerline only needs to intersect the project boundary line.
