I have not been able to find any guidance on this - is it still acceptable to use the default of 45% of the contract value to determine total material cost?

[Craig Graber from Atelier Ten] Hi Deborah, yes you can still use 45% default for v4 NC projects, but not for v4 CI projects. It's described in the v4 BD+C Reference Guide in the Overview section at beginning of the MR chapter.
