The Correct Limit of VOC to Use

Good morning friends, I would like to understand how to use the table SCAQMD Rule 1113 to know the VOC limit in any material in general, and in floor coating specifically. The LEED requirement says that floor coating must not exceed the VOC limit in SCAQMD Rule 1113, rules in effect on January 1, 2004. I have two questions in this: First, does it mean that I should not use the limits in the updated editions of SCAQMD? For example, In the updated version, SCAQMD Rule 1113, 2010, the ceiling limit of VOC in flooring coating has been reduced from 420 to 100 g/L and the current limit became 50 g/L which is totally different than the table in LEED 2009 reference guide. Second, according to the table provided in the LEED Reference Guide, there is no change in the VOC limit in floor coating in January1, 2004. Shall I consider the limit in 1/1/2003 (100 g/L) or 7/1/2008 (50 g/L)? and when will I need to use the ceiling limits and the current limits. Thanks for your help.

Point #1 - LEED NC 2009 does not state in particular that the current limits should not be used, but the maximum allowable voc limits effective 01st January 2004 should be enough to meet the requirements of IEQc4.2 - Low Emitting Materials - Paints and Coatings. Point#2 - Find below the link to Addendum 100000419 (https://www.usgbc.org/ShowFile.aspx?DocumentID=8608) giving you the limits effective on 01st January 2004
