Continuous sidewalks for industrial use street

Hi there! The reference guide says: "Continuous sidewalks or equivalent all-weather provisions for walking are provided along both sides of 90% of streets or frontage within the project, including the project side of streets bordering the project. New sidewalks, whether adjacent to streets or not, must be at least 8 feet wide on retail mixed-use blocks and at least 4 feet wide on all other blocks" Would it be correct to say that a new street with industrial use would require at least a 4 feet wide sidewalk?
