I am working on a campus project targeting LEED Platinum under NCv2.2. Due to various things, the Construction Submittal for the project has languished and now it appears we are hitting the 2 year of substantial completion deadline for turning it in. Does anyone have experience with how strict the GBCI is on this deadline?
The project team only became aware of this deadline recently, due to other communication with the GBCI. For those curious, it is outlined in NC 13.3 of the NC Appendix of the GBCI LEED Certification Policy Manual (https://www.leedonline.com/irj/go/km/docs/documents/usgbc/leed/config/te...).
The project has successfully completed the Design Review and is trying to wrap up the last of the items for the Constructon Review. Due to this project being on a campus, it just seems like decisions are taking longer to make and then acted upon.

We have a similar situation with a campus project taking longer than 2 years after substantial completion to submit for review. We have now received review comments back and the reviewer noted this requirement. This post seems to suggest that this is not an issue however we need to respond to the comment. Any advice is appreciated. Thank you.
