“Connected Functionality Criteria for ENERGY STAR” for EVSE

Hello all,
I’d like to confirm the exact requirements for this credit.

Under LEED v4, based on LI #10485, it is possible to combine preferred parking for green vehicles and EVSE spaces to meet the 7% requirement.
However, we are considering switching to LEED v4.1 since Option 1 only requires installing EVSE in 5% of total parking spaces.

The challenge is the EVSE requirement that seems to indicate the chargers must be ENERGY STAR certified with Connected functionality. 

Could anyone clarify whether:

1. The EVSE must be ENERGY STAR certified with Connected functionality,
   or
2. EVSE without ENERGY STAR certification would still be acceptable if the manufacturer’s product documentation demonstrates compliance with the criteria listed here:
