The authority does not have to be the same person as the project's LEED AP. It should be whoever has the client's authority to act on their behalf.

Hi! In the form it's indicated that (Name of Agent – Must be an Organization). So If I am a registered entrepreneur, self-employed LEED AP, can I act as an organization, by representing the Owner's Agent?

It sounds like you're in the area where you create a new project. If that's the case, normally, you would put the client's organization in that box; if it doesn't autopopulate in the list, you can add it as a new entity. Then in the box below, you would either put the client's main point-of-contact for the LEED aspect, or you can put yourself there if you are authorized to represent the client/owner. If you put yourself, you must get a signed Confirmation of Agent Authority (COAA) form. This info box on the registration page off to the side confirms:
"What if I’m registering on behalf of the project owner?
If you register the project and sign the Certification Agreement on behalf of the owner, a Confirmation of Agent Authority (COAA) form must be signed and uploaded to the project’s details page. You can download the COAA here."

Thanks for your quick reply and clarification! Actually I am also interested considering the COAA document, where we would like to know if the Agent can be an individual, since the following is indicated (Name of Agent – Must be an Organization).

Ah, you're in the actual form, itself. Apologies.
As you noted you're a registered entrepreneur/self-employed, I see no reason that you cannot also put your own name there, if you have no specific business name that you use. If you want to be certain, you can send an inquiry to LEED Coach (leedcoach@usgbc.org) with the explanation and confirm that it is acceptable.

I received a response to that issue from USGBC's legal counsel.
"The reality is that we want to have the organization identified for liability purposes. If the individual is a sole proprietor, then he IS the organization, and yes, we should accept that. What we want in general, however, is to bind the owner’s organizational agent for purposes of liability, and not just an employee of an organization."

I would like a clarification, I’m actually working on a public project where there’s no “organization whom the Owner has authorized to perform limited and specific tasks” (Owner’s Agent). There’s only an employee of the owner who will be in charge of following the whole certification process .
So, If I’m correct there’s only an Owner’s represnetative and there’s no Owner’s Agents. In this, do I need to upload any specific forms?
