Conditioned Floor Area

G 3.1.1 of Appendix G performance rating method mentions that Base Line building design shall be based on "usage, no. of floors, conditioned floor area..." as specified in table G3.1.1A Does this mean that the area mentioned in building type only refers to the conditioned floor area or does it refer to the floor area ( Conditioned + unconditioned)? There seems to be a discrepancy in this definition between the User Guide 90.1-2004 which states the area as "Floor Area" & Standard 90.1-2004 which states it as " Conditioned Area".
