No, they aren't permanently installed. There is discussion below about this topic with more flushed out answers. There are also low voc form oil that you can specify.

VOC emission for formwork application should be considered even though 2009 VOC table doesn't include formwork release agent VOC. The 2011 shows as 250 g/l but again the 2009 referenced 2004.

Ragesh, I believe Susan is correct and that form-release agents are not permanently installed so don't count toward the credit.

Thank you for the reply.But Form release compound is featured under both SCAQMD rule 1113 and CARB in the excel sheet (v4_Low-Emitting Materials Calculator_v03) downloaded from USGBC website.Kindly guide.

are you referring to LEED 2009 or LEED v4? This conversation thread is for LEED NC-2009.
For LEED v4, the Reference Guide states that VOCs for exterior applied products pertains only to Healthcare and Schools. If your project falls in these categories, wouldn't you just follow SCAQMD 1113?

1)The project is an office building and follows V4. Sorry about misplacing the query.
2) Form work release agent is not permanently installed as Paula and Susan pointed out.But it is featured in the USGBC calculator.Form release agents will be used for casting concrete members that are part of the interior.My question is:Considering these, should the material comply with the requirements of Low emitting materials under LEED v4?
