I wanted to double check that wood veneer flooring with a composite base would base would have to comply with both IEQc4.4 and IEQc4.3.

Yes - If you are going for both EQc4.3 and c4.4, then the composite wood in the building would need to have no-added urea formaldehyde and the flooring would need to be low-emitting per the guidance of c4.3.
