compliance for naturally ventilated spaces

Referring to the FAQs fan-assisted ventilation in naturally ventilated spaces can be considered as mechanical ventilation. Can ceiling fans qualify as mechanical ventilation or it has to be a ducted system for compliance with the prerequisite EQ

If the fan is just recirculating air in the space it is not "mechanical ventilation".
