We are managing a museum certification in Brazil and the building coverage/envelope is composed of photovoltaic panels that are controlled by the automation system and move in accordance with the conditions of sunlight and ventilation. This feature optimizes energy efficiency of PVs panels and also influences lighting and HVAC system. I would appreciate your help on how to develop the energy model, since the building envelope is dynamic.

It's obviously a sophisticated building. I hope you have a sophisticated energy modeler.
You probably can't do this in a standard way in a modeling software package. You may need to make multiple runs, and combine the results based on different conditions. For LEED it will certainly require an exceptional calculation measure (ECM). Be sure to document all your assumptions and processes carefully and thoroughly.
