Question: Does this structure, relocated and reoriented, on new foundation now become a "new construction" as opposed to "existing building" for thresholds in EA credits?

I would certainly try to make the case that it is an existing building if the existing envelope was retained. If it was just the structural system then I think it is new. You might offer to do the rotations on the baseline model since that became an option when it was moved.
