We have a 3 storey office buidling which is designed to be rented per floor.
The tenants have not yet been determined. The architectural layout is fix (location and number of desks and meeting rooms),as the building shape is limiting in terms of layout design, and also because the owner wants to rent specific number of desks. The construction will follow the architectural layouts.
Can the owner compete the building (all HVAC systems, partitions, rendering etc) and apply for certificaton "NC" (not CS) based on fix architectural layouts but without knowing the actual future tenants? After possible certification, we can update the application folder with any information from future tenants.

I think - no, since it would be a lot of problems, which solving would "cost" relativly high. For instance:
-- At constrution review at least 60 % of the project’s gross floor area must be complete - i think it would be impossible in your case since this "completeness" includes fit-out.
-- You need to provide energy modelling "as build" including HVAC equipment that must be installed at tennant zones.
-- At WE prerequisite you also need to include plumbing fixtures "as build" at tennant zones.
-- The same for "Building-Level Energy Metering" prerequisite.
-- If tennants can/would install split systems - it would be problem with "Fundamental Refrigerant Management" prerequisite.
-- I think it also would be problem if you pursuing credits like "Low-Emitting Materials" - in which at C&S you can say that requirements to fit-out materials are listed in TLA, but in NC you need to provide list of actually used materials.
So maybe in some particular case, if certification level is low, and with some accurate approach it's possible, but with really big effort and it's on you to assess if it worth it.
