I am working on a Core & Shell LEED 2009 project and am wondering if for the energy simulation model on the proposed building versus the baseline, should we only include the shared common spaces? We will not know how efficient it will be yet in tenant spaces as they won't be completed and do not want to get dinged on the building as a whole. How does this work? Also-the same question applies for water use reduction, the common areas will have minimal toilets and sinks. Can we use our percentage based off of just the common area space? I would really appreciate your help.

For the energy model you must model all of the building's energy use including the fully occupied tenant spaces. This is fully explained in the Reference Guide and the CS appendices. The tenant spaces are modeled identically in the baseline and proposed unless you have specific stipulations in you tenant lease agreements requiring the tenants to design to a particular goal.
Water is the same I think.
