Commitment to Share Data - Military Facility

Has anyone worked on LEED certification for a military facility? I am working on a building on a National Guard base, where the National Guard has indicated that they do not intend to share energy or water data with USGBC for security reasons.

Is this commonplace on military bases? Do we still need to furnish a letter of some kind, or will I be able to write an explanation in the Special Circumstances section of the form?

A letter requesting an exception to this requirement from the owner seems like it would make the most sense.

Dane, All DOD branches are waived from reporting energy and water data for security reasons. See here about how to document these prerequisites for DOD branches: https://www.wbdg.org/FFC/NAVFAC/dod_waiver_leed_wep_eap.pdf  This is for naval but applicable for all branches. Hope this helps!
