Commissioning Plans referenced within Submittals - full plans required?

Hi all, 

The submittals section of this pilot credit asks that copies of the Facilities Requirements and O+M Plan and Cx Plan are included. Question - are full plans required to be submitted, or just the table of contents (as requested in the Fundamental Cx prerequisite submittal list and associated LEEDOnline form)? Has anyone tried submitted just the table of contents?

I have achieved this credit with updated Table of Contents as well as brief explanations on how we implemented.  It is my experience that the LEED reviewers prefer not to read an entire commissioning report but rather Table of Contents / Executive Summary to ensure the necessary documents are included and addressed. It seems to me this credit is geared towards design, and so logically it would be a "design phase" LEED credit. However, the O&M plan and commissioning plan often come during construction. I am intersted to learn whether submitting a commissioning Owner's Project Requirements document requiring compliance with this intent and performance of this credit's requirements will be sufficient to earn the credit during the LEED design review phase.

This pilot credit is submitted within the Inovationn credit category on LEED Online. Innovation credits have been set up in LEED Online as 'construction phase' credits and thus cannot be submitted within a Design Phase review - even if they are completed and marked 'ready for review'.
