Dear Users,
we have to certify a office bulding - new built - which is already on site.
The structural works ( basement and parts of the first floor) has started
already. Our client wants to certify the building though planning stage has already finished and signed off by the authorities. We urgently need to know if its possible to certify the building anyhow. When will be the latest time to start the commisioning process. It would be fantastic if anybody can send me any information or experiences on this issue.

Sadly this exact scenario happens all too often. Your first priority would be to get someone on site pronto! They have to start photo documenting the (probably not yet drawn up) Erosion Sedimentation Control (ESC) plan pretty much from as of yesturday! I've worked on a project that was even later in starting than that, but it's not through review yet, so I don't know if GBCI would let slide that you missed a couple of days.
The next problem is that people are ordering loads of materials, probably not within an "extraction, fabrication" radius compliant with credits. And, and, and! This is a fire fighting type of project.
To be honest, you should step back from this and ask yourself...is this a case of "green washing"? Building Owners need to start realising that they can't simply say at the last minute, "Oh, and by the way...I want gold LEED certification. How much will it cost?", to which the eager to get the job parties agree to pretty much anything.
NC is also not the only option. You could consult and guide the NC process with the aim of setting up a flawless EBOM certification.
In theory, it is probably possible to pull this off, but you need fantastic guidance and a team that knows how to implement LEED. And then I would only bank on certification...maybe silver depending on your luck of where the project is located, etc.
The basic reply to the owner is that LEED NC is designed for intergrated projects from before the location is chosen and the predesign starts. Where as LEED EBOM is more likely a 2 year process of measureing, fine tuning operations and facility managment practices. The building doesn't have to be old to certify this way.
Also, consider other rating systems...remember to understand why the owner wants to certifiy his project.

I see you're in Germany...I'm sitting in Berlin. My company was watching this scenario from the MEP planning point of view on the MK3 Deutschebahn - Berlin project, advising on the implications of ASHRAE standards on German norms.
Wir haben auch der Similation und LEED für der Design Abgabe für Manaus Fußball Stadion in Brazil gemacht (mir "ich" als "uns") und im moment machen wir LEED für eine Kitagebäüde und eine par Büros sind auf meine tisch.
