Commissioning DES if waste heat is recovered from process

Our project includes an existing (more than three years old) DES that serves both the process equipment and building htg/clg loads. The designer would like to recover heat from the process equipment and reuse to heat the building. To achieve EAc3 would we be required to commission the process equipment and DES and transmission/distribution system if we were only recovering waste heat? I believe the answer to be no since our proposed energy model does not account for energy efficiency savings from the DES.

David, as most of my answers start, I think it depends! If all the heat recover occurs in the DES, and you want to claim the efficiencies, then you would have to commission the DES per the guidelines, especially for enhanced. If the equipment is all in the building being served then you only have to commission the parts that are related to the connection between the heat recovery. Based on your last sentence, it appears that if the energy model is not including any savings, it must be occurring in the DES, then no, you would not have to commission it. If you claim it, you commission it...sounds like a tee-shirt!
