Hello,
I have researched, and for some reason have missed the boat when it comes to the difference between a Commissioning Agent and Authority and when (which prerequisites and credits) you must use a third party rather than the on-site contractor. My project is 250,000 sf manufacturing facility and I remember seeing a 50,000 sf minimum, but that may have been in NC and I am doing EBOM.

For EBOM projects there are no requirements imposed by LEED as to who can provide commissioing services for EAp1, EAc2.1, and EAc2.2.
The Commissioning Authority is the entity the provides oversight and guidance for the commissioning team. The Commissioning Agent is the technician who performs the functional testing. The two descriptions are used interchangeably by project teams though.
