Does the credit require separate submeters for each equipment or can those be combined?

For Case 1 you need submeters by fuel type. For Case 2 you might need submeters by energy end use. In Case 2 submeters are not required if you can develop a viable M&V Plan without them.
Submeters can be combined to the extent that you have a viable methodology to separate out the energy end uses.
For M&V always focus on what data you need as an outcome and then figure out the least expensive what to get that data.

Thanks Marcus, we are going for Case 1. The building is supplied by electricity only. So if only one submeter is installed, would that be enough?
At the moment, the design includes one for lighting, one combined for plug loads and hot water, and one for mechanical equipment such as HVAC and fan coils..

Sounds like one electric meter would do it.
