We have a project that consists of a cold core and shell that will have warm lobby. The remainder of the building will be unconditioned and the actual tenant or building use (lab, office, etc) will not be determined while the shell is being designed. Do we miss out of the potential points for EAC1 because the building will not be conditioned or are the total required points reduced or can we take credit for just the portion of the building that is conditioned?

You have to model the hole building as conditioned space. The tenant spaces are modeled identically for HVAC, lighting and plug loads. Without any tenant agreements to address any of the other systems you will have to meet the minimum savings with the envelop and lobby space. So there is a much smaller slice of the pie for you to claim savings and it will be more difficult to meet the minimum.
