We are currently doing a university building shared by two schools. Thus some of the areas of the bldg are to be develope in the future. Possibly some of these areas will be used as classrooms, but are they required to have CO2 sensors if we dont know the population in certainty?

Victor, the first thing that I would ask is, how did you size the AHU OA flow to these spaces? You must have made some assumptions about how the spaces will be used. I would use the same estimation to determine whether or not CO2 sensors are needed.
If the spaces are call "Future _____" the use whatever space type is in the blank. If not, then use the comment box to explain your assumed space usage and why you did or did not include the CO2 sensors. For the most part, the solution to your question is based on prudent engineering design.
