Client wants to move to USGBC Approved Template instead of sharing via Energy Star Portfolio Manager after LEED Certification

I ran into a bit of a pickle.

Two library projects have just recently been LEED Silver certified.  The problem is I found out just now that the library organization limits Portfolio Manager access to each library rep, so now the libraries cannot share their energy and water use data to Arc via Portfolio Manager.  They would prefer to use the USGBC approved template to provide energy and water use data and upload it to the USGBC Dropbox, but the letter of commitment that I uploaded to LEED Online for the Building-Level Energy and Water Metering prerequisites stated that the project would use Energy Star Portfolio Manager for energy and water data sharing.  Would USGBC have a problem if we change our minds in how we share energy and water use data after the project was certified, knowing the letter of commitment stated it would have been handled via Portfolio Manager?

Has anyone else encountered the same problem?
