Hi,
I have a CI project where an entire building is going to be leased for our Client. The building has all the systems built (including ventilation and VRF system). Our Client will manage the entire building and will be in charge of BMS.
There are already installed meters measuring base building chilled water and hot water serving AHUs and a meter measuring electricity for all the VRF system (outdoor and indoor units).
- I am not sure whether this complies with the requirements of Option 1 EAc3. The credit requires measuring energy delivered to the tenant, what if the tenant rents the entire building? Are base building meters enough?
- And do we need to meter outdoor and indoor VRF units separately or can we meter the whole system altogether?
- Would it change anything if a lobby and the building core were managed by the Landlord?

1. Since the whole building is occupied by one tenant all you need are whole building meters for electricity and whatever heating fuel source you are using. I am assuming the chilled water is produced on-site. What you describe will not meet Option 1.
2. Under Option 1 you just need to meter all electricity for the building.
3. It depends on who pays for the energy use in those spaces. IF the tenant pays it all then no. If the landlord pays for this then it would need to be metered separately.

The base building chilled water is produced on site. We have chilled water meters for every AHU. Could you please tell me why can't it meet the Option 1?

What you described does not meter all electricity use. It only meters the VRF electric use.

I'm sorry, my question was inaccurate. We have a whole building electricity meter, VRF meter and there will be meters at each floor measuring energy consuption of major end-uses (lights, computers, etc.). VRF units are also for heating purpose. Could you please tell me whether we comply with Option 1? Or maybe even Option 2?

Sounds like you comply with Option 1. Option 2 is harder to determine. You need to meter all significant energy end uses and there are obviously some that you did not mention like fans, pumps, service hot water, etc.
