cleaning of vacant tenant spaces

Does the cleaning audit have to be performed on vacant tenant spaces that are not being cleaned? The REduced occupancy guidance does not address this.

Nope - only spaces that are cleaned regularly need to be audited. Check out the FAQs for more info.
