Clarification on the requirement "to be significantly better than standard sustainable design practices"

Hi everybody,

The documentation required of an innovation in design credit is a narrative that describes the credit intent, requirements, list of proposed submittals, design approach, and the proposed submittals. If a credit was created from scratch or borrowed from another rating system, what documentation is required to demonstrate that the requirements are "significantly better than standard sustainable design practices"?
