Most University buildings are not eligible for Energy Star Ratings. Since P2 says that I need to conduct an "Energy Audit" isn't that covered in my P1 when I get an ASHRAE level 1 or 2? My main question is for those who are not eligible for Energy Star Ratings, Is P1 and P2 practically the same thing if I have to conduct an "Energy Audit" since I cannot be Energy Star Rated? (AKA ASHRAE Level 1 Energy audit) Also if I can show 21% reduction for Credit 1 that means I automatically should be fine for P1 and P2?
