NC-2009 MPR2:Must be a complete, permanent building or space

Clarification MPR#2 - LEED NC 2009 v3 - Airport extension

How to set LEED Building boundary for new extension of an airport? In next phases other new extensions/will be added. The current existing airport is not LEED certified. The building construction scope connects to circulation area's of the existing buildings. To fulfil the requirement of complete space I'm looking for the set of requirements that have to be met for these connections to other building areas and/or circulation spaces. In this project these openings will be open (no doors) and be of an area of 3m x 4m and even larger. What are the requirements this project has to fulfill and how to treat openings/connection in a LEED Building Boundary?

Does this building have its own mechanical, electrical, and plumbing systems, or is it simply tied into the other buildings? It sounds like you just have to make a common-sense call somewhere and draw the boundary. But it is really not a building with its own identity in terms of boundaries or major systems, I'm wouldn't be sure how you could do that.
