Clarification for credit application

hii, We are doing LEED - CI project, I am getting what should I submit at design stage, I can submit copy of contract, google survey and a draft M&V plan. Is this will meet the credit requirement because a final report that is mentioned in check list can be submitted after one year. So if I submit only draft M&V plan will this be sufficient??

When submitting fior the credit the M&V Plan should not be a draft, it should be final. I am not sure how this fits in a CI project since you are not required to do an energy model? This pilot credit requires you to follow Option D, which requires the calibration of an energy model. I am not saying you can't do it, just that it is very unusualy for a CI project to pursue this credit.

this pilot credit is also applicable for CI projects, and also we are doing Energy simulation for our project space in the building. So if I am doing Energy simulation what I have to complete M&V plan, and can I submit this credit in design stage or have to wait for completion of the project.??

In LEED 2009 this is usually considered a construction credit to be submitted with your construction submission. In your case, since you are not submitting the energy model for any other credit, I don't see why you couldn't submit it with your design credits.
