Clarification on Conducting L&T Surveys in Residential Buildings

Dear All, 

I am executing a residential project pursuing LEED O&M v4: Multifamily, where we need to conduct the location and transportation survey, as well as the occupant comfort survey, with regular occupants. Since it’s challenging to access residents for these surveys, what alternative methods would you suggest? Can staff members employed within the building such as security or facility management complete the surveys if they meet the required percentage criteria? Are residents required to complete the surveys?
