Your wording is a little confusing. I think what you are trying to ask is what LEED Rating system would use for a new construction District Cooling Plant? If that's it then your answer is LEED New Construction.

Thanks vm for your reply. If I may pose another question... YWhat I really wanted to know, does the efficiency of the chillers and equipment , which is not related to the district cooling plant building itself but serving other buildings, does this count towards the 'optimise energy performance' credits? Do we go through the same ASHRAE simulation for proposed and baseline designs? Thanks in advance for your clarifications...

Puteri, I am not very familiar with the NC rating system but if it is similar to the EBOM model... it does not matter what it serves as long as the overall energy performance or (modeled performance in your case) increases the efficiency of the building that is going through the LEED process. It is going to be up to you how you devise the Project Boundary and explain your district cooling scenario. Hope this helps! and good luck!
