I have a situation where my company has been contracted to design and submit for LEED both the C&S for the building developer, and the CI for the tenant. The TLSA has already been executed by a sole tenant without specifying any reduction in LPD. The tenant space has been designed with an LPD half that of 90.1 LPD allowance. Can I submit stamped electrical lighting drawings that show this reduction in LPD in leui of a TLSA to claim energy savings for the C&S with respect to lighting?

Yes you can use the actual design to show savings.
