We are targeting the ID+C Commercial Interiors Credit - Innovation – Water Metering.
The project scope of works covers the fit-out of an office building. Landlord core areas are outside of our scope and have already been installed.
One of the water subsystems we proposing to meter is the Domestic Hot Water.
Would the landlord areas, i.e. domestic hot water to landlord toilets would need to be retrofitted with meters to meet the credit requirements? Or can these areas can be excluded as they are not within the scope.

I can see this going a few different ways:
Do the core landlord fixtures constitute more than 20% of the domestic hot water use? If not, you should be able to exclude them either way since the credit text only requires 80% of the installed domestic hot water heating capacity to be metered.
Are you pursuing WE Cr 1? CI projects are allowed to meet the prereq by using only those fixtures within their boundary, but if they do that, they're not allowed to pursue any points under the credit. Alternatively, projects include all fixtures used by their occupants, whether inside or outside of their boundary, in order to calc compliance for the prereq and pursue points under the credit. I can see some convoluted response coming back from the reviewers if your project is counting on savings from the core restrooms, then you should also meter them. I have no solid logic for that, I can just see it as something I wouldn't be surprised about if they required it. This instance would be similar to the MR credits under NC v3 where once you included furniture under one credit, you were required to include it under all credits.
All that said, any normal, logical reader would assume that the language applies only to what's in your boundary/scope since it's not otherwise stated.
