I'm working on (a renovation of) an existing church with 6 FTE, and 400 peak transients. 5% of 406 FTE = 20 bicycle parking spaces. We can provide 10 spaces, which is sufficient to serve the current transients because most carpool or use public transportation. In addition, the transients want to 'dress their sunday best' which prohibits many from cycling.
1. Is it reasonable to lower the amount of transients to account for those that carpool or take public transportation? What evidence would be needed?
2. Is it worthwhile to buy a formal Inquiry?
3. Has anyone tried a similar strategy?

In some cases projects have been approved for exceptions to credit requirements based on physical disabilities, for example, or strong likelihoods that they won't be on bikes.I think in this case, though, the issue is purely cultural, and the purpose of a credit like this is to help transform the built environment and the culture of users toward environmental sustainability. Riding bikes to church should be considered part of dressing one's best!
