Where can I find more in-depth information about how to choose between these two versions of LEED-ND v4? I recall seeing somewhere that it partially depends on the % of the project already built, but I can't find that again.

Susan, it's on page 12 of the updated 2017 v4 Reference Guide under Step 2 Select Rating System where it says projects must use ND Plan if they've constructed less than 75% of total building floor area, or ND Built Project if full build-out has been reached. Which leaves 75-99% constructed projects in limbo, but I imagine if asked staff would say they need to use the Plan system. Note that the Plan and Built Project rating systems have identical prerequisite and credit requirements, they only differ in minor documentation ways and the names of their awards.
