Our project recently bid and is due to start construction within the next two weeks, and our owner has decided they don't want to do commissioning due to cost. We have discussed dropping the enhanced commissioning and continuing with fundamental since we got 40 points in design review and dropping commissioning would end the LEED process.
The owner has asked if the PME firm can do the fundamental commissioning instead of the 3rd party CxA hired to do enhanced commissioning.
My questions:
Would LEED even accept switching the CxA at this point?
Since most of the fundamental commissioning scope is in Design, would it be better to keep the 3rd party agent and adjust their fees as opposed to changing to the Engineering firm?
Is there a compelling reason (Financial or otherwise) to switch to the PME firm?
