CS-2009 PIf1:Minimum Program Requirements

Change Certification level after Preliminary Design & Construction review

Is it allowable that for Preliminary Design & Construction (D&C) submission, the project attempt for example, Silver rating. But after preliminary D&C review/comment, and preparing for Final D&C submission, we change our target Certification level either higher (Gold) or lower (Certified)?

Thank you, Summer. Moreover, i hope this understanding as correct: it will then be the reviewer's decision if they award us say, Silver or Gold depending on the extent of completeness of our submitted documents for Final D&C.    Thank you.
