Can a building tower be certified only a few floors?
The justification is that the tower is owned by different parties, and not all of them wants the certification. So the stories owned by the party that want certification are the ones being certified
Is this possible?

Per Minimum Program Requirement 2, LEED Core & Shell projects must include the new, ground-up design and construction, or major renovation, of at least one commercial, institutional, or high-rise residential building in its entirety. The key there being the word entirety, so the project would not be able to certify a few floors under Core & Shell.
You may want to look into LEED Commercial Interiors, as the requirement is that the LEED project scope must include a complete interior space distinct from other spaces within the same building with regards to at least one of the following characteristics: ownership, management, lease, or party wall separation.
