Our university building undergoes it's construction stage.
After reading all above we have curtain doubts about further procedure on certification.
There are 2 main wings (refer to the link for orientation http://www.venesco.com.tr/#!suleymansahuni/cptl).
Each main wing divided into 5 departments. A1, B1...E1 belongs to the 1st wing, while A2, B2...E2 to the second one. Those 2 main wings are connected with 5 bridging blocks.
Issue:
4 blocks ( D1, D2, E1, E2) are still incomplete. Remaining complete blocks are occupied and separated with partition walls.
Is it possible to certify if we assume that those blocks would be completed in the future?

Orçun, when will the remaining blocks be completed?I would either wait and certify the entire building as a whole when it is built, including the remaining blocks, or certify the building up to a certain point and stop there. In that case I am not sure if you certify the remaining blocks later or not at all, but I would need to hear more about the timeline and the relation betwene the blocks to know for sure.

"...or certify the building up to a certain point and stop there..." in other words its possible to certify only completed part of the building?
Its not clear yet when other blocks will be completed. Those blocks connected with atrium with corridors.
We have isolated incomplete parts of the building with the wall so that its divided and sealed.
Again another issue: mechanical system (HVAC and heating) designed to meet whole building's demand.
Will it be possible to certify half building and omit second half as addition maybe? Hope we made us clear. If you need further clarifications we would be glad to provide all necessary information.
